Positions in this function include more traditional administrative/clerical support roles including: answering the telephone, typing/word processing of documents, maintaining calendars and setting up meetings, making travel arrangements, copying, faxing, greeting visitors, setting up files, tracking expenses, and coordinating building and equipment maintenance. At senior levels, function may include supervision of other clerical/administrative staff. Provide support for RI Evercare team members including facility-based clinicians. Some travel to RI and CT skilled nursing facilities and offices may be required.

Requirements:
Associates Degree required
5+ years experience supporting multiple managers or a department in an administrative capacity is required
3+ years experience maintaining calendars and setting up meetings is required
MS Office Suite - intermediate
Proven ability to triage inquires from internal and external customer
1+ year professional customer service internal and external
Some travel to RI and CT skilled nursing facilities and offices may be required.
Healthcare industry preferred

Job Responsibilities:
Manage all contractual activity for assigned business opportunities and contracts within GDIT, Navy Air Force Systems Division. Perform contract-related pre-award functions for assigned proposals and post-award contract and subcontract functions for assigned contracts.
Pre-Award functions include:
Work with Capture Managers and Program Managers to coordinate planning and capture of new business.
Negotiate non-disclosure and teaming agreements
Execute required legal, OCI, and tax review requirements
Perform comprehensive review of solicitation and contract materials to perform risk analysis and determine significant cost/pricing issues
Complete subcontractor requests for proposal, price analysis, and all file documentation required for CPSR
Complete organizational and price volumes for strategic bids
Brief senior management
Post-Award functions include:
Manage the complete life-cycle of assigned contracts. Negotiate contract terms, complete task order proposals, process charge number authorizations, complete Costpoint/Oracle processing, participate in OCI review and resolution, provide advice and interpretation of contract requirements. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Ensure contract review, approval and execution in accordance with division guidelines. Prepare and administer required correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Prepare, organize and maintain contract records and files documenting contract performance and compliance. Perform contract closeout activities.
Manage the complete life-cycle of assigned subcontracts. Issue RFQ's, perform price analysis, draft and negotiate subcontracts and purchase orders, maintain a CPSR compliant file
Maintain current knowledge of relevant government contractual procedures, practices, laws and regulations.
Required Education:
1. Requires BS/BA degree or equivalent combination of education, training, and experience. 2. Professional Certificate in Contract Management a plus (CPCA, CPCM).
Required Work Experience:
1. Typically requires 3-5 years of related experience in contracts administration.
2. Minimum of 2 years in government contracting and procurement with experience in prime contract administration and subcontract administration.
3. Experience with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFAR, and CAS.
Other Desirable Requirements:
1. Knowledge of Service Contract Act, Organizational Conflict of Interest, and Truth in Negotiations Act.
2. Familiarity with Oracle and/or Costpoint a plus.
3. Must be a US citizen.
4. Must have excellent oral and written communication skills and be able to interact with all customer levels and all management levels.
5. Must be a self-starter, detail oriented, possess excellent organizational skills, and be able to work independently with minimum supervision.
